A method statement is a detailed plan of how a particular task or activity will be carried out safely and efficiently. It is a document most often used in high-risk industries such as construction, engineering, and manufacturing.

Measuring risk
First, a risk assessment is carried out to identify potential hazards associated with working at height, working with hazardous materials, electrical work or operating heavy machinery, for example.
Once the hazards are identified, the level of risk is evaluated by weighing up likelihood and severity.
- Severity refers to the potential harm that could result from the hazard. Severity considers the potential for injury, damage to property or equipment and environmental impact.
- Likelihood is the probability of an incident occurring. Likelihood is based on factors such as the frequency of exposure to the hazard, the effectiveness of existing control measures and the experience and training of employees.
Severity and likelihood are assessed on a scale and a risk level is assigned which helps prioritise actions and resources to focus on high-risk areas.
Where the risk assessment shows an activity has elements of high risk a method statement will need to be created. The method statement ensures the method of work and control measures are clearly defined, can be easily understood, and are presented in a format which all parties can follow.
The method statement specifies the sequence of works, the specific control measures and the management arrangements that will be implemented to mitigate the hazards identified in the risk assessment. This might include providing personal protective equipment (PPE), permit to work arrangements, training and supervision.
Risk management
A method statement outlines the planned sequence of steps to be followed to complete a task safely and efficiently. It details how the work will be carried out, including the tools and equipment to be used, safety precautions to be taken, and any relevant regulations or standards to be followed.
Despite careful planning, unexpected events and emergencies may still occur. The method statement should include contingency plans to ensure workers are prepared and respond swiftly and effectively. This should include procedures for fires, medical incidents, equipment failures and emergency evacuation.
Compliance
Risk assessments and method statements (together known as RAMS) help to make sure work is carried out in compliance with legislation and industry standards. This includes compliance with laws relating to health and safety, employment, and environmental protection.
A method statement can also ensure adherence to company-specific policies and procedures which may go beyond legal requirements to promote best practices and consistency in work processes across projects.
Communication
Involving workers, supervisors, and other stakeholders in the development and review of risk assessments and method statements (RAMS) fosters collaboration and buy-in, which is essential for successful implementation.
The method statement provides a clear and structured plan that can be communicated to all parties involved in a task. This helps to ensure that everyone understands their roles and responsibilities, as well as the specific steps to follow during the execution of a task.
It is very important that method statement instructions are clear and concise. There should be checks in place to ensure everyone understands the method statement and adheres to instructions. Consideration should be given to workers who speak English as a second language and those with learning disabilities.
