Martyn’s Law (Counter Terror) Training

Martyn’s Law (Counter Terror) Training supports duty holders to understand the principles and requirements of Martyn’s Law, formally known as the Terrorism (Protection of Premises) Act 2025.

The course provides duty holders with insights into terrorism so they can identify suspicious activities and security vulnerabilities, implement appropriate control measures, and understand what to do in an emergency.

Threat levels from terrorism vary by country and region and are typically determined and communicated by government agencies or law enforcement authorities. The current terrorism threat level for the UK is substantial, meaning an attack is likely and preparation is essential.

    1. Martyn’s Law overview

    The story behind Martyn’s Law. The objectives of this new legislation. What types of organisations are impacted by Martyn’s Law and what is meant by publicly accessible locations (PALs).

    2. Requirements and protective measures

    Steps organisations can take to comply with Martyn’s Law, how compliance will be measured and the role of the Security Industry Authority (SIA).

    Adopting a risk assessment-orientated approach and establishing an incident response plan.

    Protective measures that can be taken including physical security enhancements, employee training, access control and cyber security.

    What actions to take following a terrorist event.

    3. What is terrorism?

    Definition of terrorism under the Terrorism Act 2000 with examples of terror attacks.

    The terror cycle and how understanding it helps to develop counter terrorism strategies.

    What the UK’s Counter Terrorism Strategy means in practice and the current level of threat.

    4. Identifying and responding to suspicious activity

    Looking at the types of threats including hostile activity and reconnaissance, improvised explosive devices (IEDs) and homemade explosives.

    Identifying security vulnerabilities and responding to suspicious activities and items through the SCaN (See, Check and Notify) approach.

    5. Responding to a bomb threat or attack

    What to do in the event of a bomb threat and how to respond to a firearms or weapons attack, with reference to the Run, Hide, Tell safety protocol.

    The post incident process for addressing the immediate aftermath including people’s psychological and physiological responses.

    How is it delivered?
